Is it bad to follow up on a job application?

Following up on a job application is not a bad idea, but don’t do it too soon, like you say you may not want to seem too desperate for the job. At the same time, it shows your extra interest in the company.
This would be a very good idea especially if you feel there are a large number of applicants. This holds good not just for a job application follow up but also for an interview follow up.
Even after you have gone through with the interview, it is a good idea to send a thank you note to the recruiter. This will help you stand out among other applicants and remind him/her of your interview again had he met with a lot of applicants for the job. This will manage to help him remember your name as well when he has to make the ultimate decision.
The important thing to remember however is to make sure that the note is polite and to the point. Do not refer to unnecessary details or make it seem like you are trying hard to get into his good books.
